Key rules

  1. If you have never had a license from California or another state, you start with an instruction permit. Only then can you take the behind-the-wheel drive test. p. 2
  2. To apply you need proof of identity, two proofs of California residency, your Social Security number (exceptions may apply) and, if your name does not match, a legal name document. p. 2
  3. The permit steps are: fill out the application, show your documents, pay a non-refundable fee, pass the knowledge test(s) and pass a vision test. p. 2
  4. Under 18, you must also be at least 15½, complete driver education, and have a parent or guardian sign the application (both of them if they share joint custody). p. 3
  5. A minor cannot drive on the permit until behind-the-wheel training starts with an instructor, who validates the permit. p. 3
  6. With a permit, practice only with a California-licensed driver who is 18 or older (25 or older if you are a minor), seated close enough to take control of the vehicle. p. 3
  7. Before the drive test, minors must be at least 16, have held a permit for 6 months (or turn 18), prove they finished driver education and driver training, and practice at least 50 hours, 10 of them at night. p. 3
  8. With a provisional (under-18) license, for the first 12 months you cannot drive between 11 p.m. and 5 a.m. or carry passengers under 20, unless a parent, guardian or licensed driver aged 25 or older rides with you. p. 4
  9. There are exceptions for a medical need, school, work, or driving an immediate family member, but you must carry a signed note from the doctor, school, employer or parent. p. 4
